Your Majesties and Excellencies
It goes without saying that the Arab nation is living a state of
development
towards her legitimate seeking of her rights and duties endowed upon
her by
Allah to be prominent among all the nations of the world. Contrary to
this
seeking is what some leaders of the Arab nation. are doing to decrease
her
energy, high spirit and abilities to a minimum.
This development of the Arab nation reflected in her great reawakening
is
realized through signposts and mottoes proving her ability to be better
than
any single effort of any Arab country. This singleness as expressed by
some
Arab leaders handicaps the abilities of the Arab nation.
Then the Arab intifada erupted due to the great fury of the Arab masses
throughout the whole Arab world from the Atlantic Ocean to the Arabian
Gulf.
This Arab intifada which was stimulated by the Palestinian intifada is
a
signal to the hesitant, deceitful, coward, and hypocritical among the
Arabs
as well as our enemies. It is a signal meant to show that the faults
are not
inherited in our nation but rather in her leaders. If those leaders
behave
wisely, our nation will get better and vice versa. In order not to go
on
talking in general terms, we will elaborate and get to the point
concerning
the circumstances among which this Arab summit is held in Cairo now
after
eleven years.
The main issue of this summit which should be probed as it is evidently
of
top priority is Palestine; our stance towards it, the stance of the
Zionist
occupier as well, and how we can genuinely, honestly and truthfully
express
this stance.
The Iraqi stance towards this issue is clear-cut a long time ago and
frequently repeated and any Iraqi official in a formal or popular, Arab
or
non-Arab forum ignores it is ignoring the will-power of his faithful,
steadfast people let alone the principles of the glorious July
Revolution to
which this great people sacrificed a countless number of martyrs and
injured. We believe that any honorable, patriotic man in our Arab
nation
cannot express such ignorance or deny such a stance. If we want to
reflect
the conscience of the nation and people, we can assert that the obvious
stance of Iraq is calling for jihad to liberate Palestine because it is
the
only way to liberate Palestine and other Arab lands which were occupied
by
the filthy Jews in their formless Zionist ghetto.
Jihad is the best label for that who relies on Allah and seeks to
liberate
Palestine by all efforts and means. Any other label cannot be
sufficient for
regaining Palestine, all Palestine, set Al-Quds free, liberate Al-Aqsa
Mosque and all other occupied Arab lands. Nothing but Jihad should be
used
with this evil gang occupying Palestine in order to inflict defeat upon
them. Any other solution is just a cover for rejecting the
responsibility of
liberating Palestine and will be considered high treason. Every Arab
official should cooperate with other Arab officials towards realizing
this
aim. Jihad is a must for all Arabs and every devout Muslim believing in
sacrificing everything he has for the sake of his aim.
Jihad is the practical way to solve this issue after the failure of all
other solutions. And if Palestinian teenagers believed in it and
applied it
to the occupied Palestinian lands, how we become hesitant concerning
adopting it. The Arab street from the Atlantic Ocean to the Arabian
Gulf has
revealed that this is the choice of the masses to obey Allah and
satisfy
themselves as well. Any other alternative is contrary to this choice
and
that who takes it bears the responsibility in front of Allah, the
people and
the nation as he will stand alienated from himself and history. Thus,
he
will lose this life and the after-life.
That who takes excuse in not starting with jihad and looking for
another
alternative should tell us what it is? And how?
How can an Arab citizen or a devout, patriotic, honorable Muslim be
sure
that any alternative for jihad is possible and guaranteed?
Those who speak about this alternative should remember the futile
attempts
which lasted for ten years without bearing any fruits related to
regaining
Arab sovereignty over Palestine and granting serious opportunities for
honor
and glory.
What is called a peaceful solution is only a failure because it led to
nothing and so there is no alternative but jihad when land is captured,
dignity is defamed, the aggressor is filled with pride and sacred
places are
seized.
However, those who refuse this alternative can give us work formulae
related
to their aims not just empty words about peace and previous useless
policies. Those who do so should defend their attitudes before the Arab
masses so as not to get them involved in futile attempts.
As for us, we call for jihad and assert that all efforts and attempts
to
regain Palestine failed and so the thinking mind compels us to reject
this
policy adopted by the Arabs thinking that the Americans and Zionists
can
give Palestine back to its people.
Someone may claim that a ruler or a leader does not have to respond to
the
feelings of the masses and act considerately. However, such a leader
should
adapt himself to these feelings and act accordingly. This is a general
principle and we hint at the following points concerning it:
This principle requires setting and planning a task according to the
general
attitude of the masses towards basic issues. Thus, this attitude will
be
invested wisely and not maneuvered or using other alternatives unable
to
realize the desired aim. Hence, we can benefit from the present
enthusiasm
for national action in a very positive way.
This enthusiasm witnessed in the Arab street for two successive weeks
up
till now is not just a sign of human sympathy with fellow-humans in
occupied
Palestine but it is rather an expression of great hatred against the
indifference shown by some Arab leaders supported by America and Israel
concerning disastrous events occurred to the Arab nation starting with
the
bombardment of Baghdad, laying a siege to its people and ending with
the
domineering agreements which were hailed by many as an alternative to
the
glorious sacrifices of the Palestinian people and the Arab nation.
Conspiracies against Baghdad were the result of its belief in jihad as
the
way to liberate Palestine. Al-Aqsa intifada erupted in time to revive
this
belief, assert it, and refer to the fact that Arab determination has
undeniably reached its peak.
Thus, this intifada of the nation against foreign occupation in
Palestine is
not a spontaneous uprising but a true expression of her feelings tested
frequently to be shown in this final shape. This is not a temporary
attitude
as those who ignore it will pay a dear price.
It is noteworthy here to refer to the American policy and false claims
concerning democracy.
At the time when this policy adopts empty slogans claimed to be
democratic,
it twists them to serve its ends whether to hurt a national or
patriotic
stance or this or that ruler since it differs with him in attitudes and
opinions or he acts against its will. The proof which is used by this
policy
to do so is an unnoticed demonstration here or there. At the same time,
it
does not consider the steadfast behavior and demonstrations of the
Palestinians as so and ignores the fury of the masses in such a great
nation. And even if it wants to whitewash its face with its directed
media
against the Arab nation, it falsifies everything and equals between the
victim and the criminal, the revolutionist whose land is occupied,
whose
sacred things and honor are exposed to sacrilege and insult, and the
disgusting aggressive occupier in his detestable ghetto.
Ye Arab officials.
Is not Al-Quds among your sacred places?
Is not it the third holy shrine?
Is not Palestine a part of the greater Arab World?
Are not the plans of British occupation and its successor the American
imperialism aiming at planting Israel in the middle of the Arab World
to
blackmail and weaken the Arabs so as to fulfill their vicious aims?
Do not you know that? or some among you know and accept it.
Have not you seen on TV screens how the Zionist Jewish soldier
humiliates
Arab women?
Do not you remember what the Abbasside Caliph Al-Mutassim did when An
Arab
woman in Syria called for help as he prepared his armies to avenge for
her?
Is your courage exhausted? or you do not have any left.
We realize this historical fact in Baghdad and Iraq as it is a living
part
of our nation's history and we believe in the glorious aspects of the
honourable living history of our nation.
For these reasons and more, for the sake of elevated morals and
principles,
commitment and taking a fair stance, we in Iraq are ready to sacrifice
everything for our jihad to liberate Palestine and all Arab lands from
the
tyrannt occupiers. This stance is based on the fact that we are one
nation
whose abilities and potentialities are united.
Allah is great.
Someone may claim, in order to freighten and terrorize the Arabs, that
the
state of Israel is backed by America and so we cannot even dream of
facing
it.
Here, we have to say that now when we propose jihad to liberate
Palestine,
you confess that Israel is backed by America and we cannot face it.
We would like to ask those who confess so: Why you have wasted such
precious
long time and ignored the sacrifices of the martyrs hoping in vain that
you
would win America to your side to make pressures on Israel for the
interests
of the Arabs?
Why the officials have attempted to deceive the nation by claiming that
adopting such a policy would lead to liberation and that they can
decrease
the American bias to Israel?
All these officials are deceitful because they have used this policy to
cover their ineffeciency and cowardice. At the same time, they refuse
the
choice of jihad as it is impossible to diminish the close ties between
America and the Zionist ghetto in Palestine.
Does not this double standarded stance reveal a premeditated tendency
contrary to what the Arabs want?
We in Iraq believe that the weakness of the Arabs gives room for the
Israelis to affect American policy. Any American nominee for presidency
takes into a account the strength of the Zionists while he does not pay
any
attention to the Arabs.
We believe that through jihad, the Arabs may force America to adopt a
moderate policy towards their issues and decrease its bias to the
Israelis.
This is cannot be done through humiliation and weakness. When can we do
so?
This can be done when the Arabs are determined to liberate their
occupied
lands and implement the prtoverb saying "Eye for an eye".
When the Arabs can effectively threat American interests, America will
change its stance towards them.
When we resort to threat, we have to prove that we are capable of
putting it
into effect.
The Arabs are wronged as their sacred places are exposed to sacrilege
and
their sons are killed by the Zionists. Those who take sides with the
Zionists must realize that the Arabs are a force to reckon with. If
America
decides to help the Zionists with arms, we must raise arms against
them. At
this time Allah will help us because we rely on Him and thus America
will be
defeated and the Palestinians will be able to declare their
independence.
America gives full support to the Zionists because of the extreme power
of
the Jewish lobby in America. However, the Arabs can defeat them both by
the
will of Allah first and the hard work of the faithful Muslims second.
America decided to adopt this stance and so the Arabs have to put it in
a
crossroad due to their huge abilities. At this time, America will
reject the
Zionists. Thus, any solutiuon to the Palestinian issue can be enforced
by
the Arabs if they want so.
Roles should be then distributed to all Arab countries equally and
through a
constructive dialogue. Thus, some countries may undertake the mission
of
fighting while economy, money, policy-making, culture and informartion
may
be supervised by others. 0
The Zionists will try to abort all these plans but we must mobilize all
Arab
efforts to raise funds and accumulate weapons to face them efficiently.
We
have an outline for this mobilization plan under request if the Arabs
agree
on it.
Arab resources and standard of living will not decrease due to this
plan
because if we faithfully decide to take the choice of jihad, Allah will
support us.
If you think that Iraq is calling for this plan to be helped
financially, be
satisfied that the financial resources of Iraq are enough for living
and
jihad.
Allah is great.
Peace be upon those who expect peace and prepare themselves well for
what is
contrary to it as Allah ordain us in the holy Quran.
Allah is great.
